INTRODUCTION:
The cardinal aim of preparation of this guideline is to provide the Government of Nepal (GoN) and Development Partners (DPs) with the necessary procedures to guide and improve the implementation of Development Cooperation Policy for effective utilization of external resources in the development process of Nepal. This guideline defines all the possible methods of receiving aid, implementation procedures, fund flow mechanism and monitoring and evaluation of the projects. It also explains the roles of different stakeholders involved in the project cycle in no uncertain terms. This is expected to maintain uniformity as well transparency in the process of aid mobilization encouraging development partners to align with the country system.
It clearly accentuates on the mobilization of external resources in line with the federal set-up and intervention of development tools at the national and sub-national levels.
OBJECTIVES:
i. To improve the external resources utilization in the development process by enhancing the communication and implementation channels
ii. To help in preparing and implementing the projects/programs to be funded by DPs
iii. To provide in a consolidated form the planning process, financial management and reporting, and the national procurement procedures as well as the procurement procedures for the projects/programs funded by development partners (DPs).
iv. To provide the clear understanding of monitoring, evaluation and auditing mechanisms at policy level.
FINDINGS:
This document will be useful both to the GoN and DPs for effective aid management in Nepal. This guideline facilitates the new entrants in the public service and private sector stakeholders to get well acquainted with the complete aid management cycle. Moreover, the executing agencies such as line ministries, state governments and local levels can adopt this document as a ready reference while carrying out any activities related to the foreign aid mobilization.
This procedure explains how the government projects, funded by foreign aid are being operated- from their scoping phase to the completion. When the GoN officials execute their roles and responsibilities, this document would be a guiding framework for them before taking any decision on project selection. Further, it explains and elaborates the legal and constitutional provisions on operation, control and monitoring and evaluation of project/programs. The DPs can use this document as a guiding reference before starting any development cooperation procedure as well as in the phase of information of the project/programs.
All chapters are independent and self-explanatory and each heading is aligned with the national and international aid harmonization procedures to address the development needs and aspirations of a federal Nepal. However, the document will require to be updated periodically as per the need.
