Mr. Bijay Prasad Sharma
Project/Organizational Management, Study/Research ConsultancyMr. Sharma holds Master Degree in Economics from Tribhuvan University.
He has more than 20 years of experience of financial and human resource management in the bilateral project (Norwegian and Finnish Projects) leading the Corporate Support Division.
As a Co-Founder cum Managing Director of the MaDRA, Mr. Sharma has a good track record of project coordination with the Government of Nepal, Development Partners and other organization. He has been actively involved in study/research consultancy conducted by the MaDRA since 2016 in the capacity of Team Leader, Key-investigator and Team Member.
Mr. Dipak Neupane
Project Design &managementMr. Neupane holds a Master Degree in Business Management with specialization on Project Management and international trade from De LaSalle University, the Philippines. He had got opportunity to go UK under Highly Migrant Program in 2003. He also holds Level 3 Awards in Preparing to Teach in the Lifelong Learning Sector (PTLLS), NCFE, United Kingdom, 2011.
He established and operated TEAM Consult Pvt. Ltd as a Founder and Executive Director from January 1995 to May 2003 and was able to make the company one of the leading consulting firms in Nepal, especially, in the area of social research and development projects management. He had led number of projects with national and international funding during his association with the firm. Mr. Neupane, as a founder member of the MaDRA has led a number of projects and has given his input as a key investigator.
Public Finance
Mr. Suresh Pradhan
Public Finance Management and Institutional Capacity DevelopmentMr. Pradhan has completed Bachelor in Law, Bachelor and Master Degree in Business Administration from TU, Nepal and Master Degree in Economics in Public Policy and Management from University of Manchester, UK.
Mr. Pradhan started his professional career with GoN from Accounts Officer in 1985, he served as Chief Treasury Controller from 1996 to 2000, Act. Regional Treasury Director from 2000 to 2003, As a Financial Administration Division Chief (Under Secretory) at Melamchi Water Supply Development Board from 2003 to 2006, Senior Instructor at Revenue Administrator Training Center from November 2006 to August 2007, as a Director at Public Procurement Monitoring Office from September 2007 to June 2009. Similarly, he served as Joint Secretory from July 2009 to September 2017 at different offices holding the position including Joint Financial Comptroller and Chief Tax Administrator. Before getting retirement in December 2018, he served as a Secretory (Regional Administrator and Financial Comptroller General) at Province 1 and Financial Comptroller General Office respectively.
Beyond the GoN Services, he has completed a number of projects as a Team Leader/Lead National Consultant/Governance Expert/PFM Expert, Procurement Expert, and so on.
During the tenure, he was responsible for overall public finance management, overall treasury control, overall financial administration, developing module, session plan,
curriculum, conduct classes on financial management, accounting and budget, program, procurement management, monitoring of procurement cases, treasury
administration, taxation decisions and tax collection, overall management of office, drafting the Cooperative Act 074 for overall governance of cooperative sector, and overall management of the Province 1 and the Financial Comptroller General Office.
Beyond the GoN services, he has led to develop procurement by laws, operational guidelines and in producing a number of study/research reports in the area of procurement and the PFM.
Mr. Rajendra Prasad Nepal
Public Finance Management and GovernanceMr. Nepal has completed Master’s Degree in Business Administration.
He Started professional career as an Accounts Officer and retired as Finance Comptroller General (Secretary) in the year 2017. He is competent in public policies, governance, development issues, federalism, personnel & financial management, liberalization, globalization and macroeconomic issues.

Lila Raj Dhakal, CA
Public Finance ManagementMr. Dhakal has deserved Chartered Accountant Membership in 1999 and has completed Master in Business Administration in 2006.
He has professional associations with Institute of Chartered Accountants of Nepal (ICAN), Management Association of Nepal (MAN) and Association of Chartered Accountants of Nepal (ACAN).
He has over 20 years’ experiences of financial audit including the service in Office of the Auditor General as the Director.
Beyond the GoN services he has also worked as the consultant/advisor for the Ministry of Finance, Afghanistan.

Hari Dahal, PhD
Agriculture ExtensionHe has deserved PhD in Rural and Regional Planning, Thailand; MS in Development Communication- Rural Development; BSc in Agricultural Economics- Soil Sciences.
He started professional career as Agriculture Extension Officer, served as Under Secretory and Joint Secretory in Ministry of Agriculture Development, and retired in 2013 from the position of the Secretory (Regional Administrator) of the Government of Nepal.

Mr. Rabi Shanker Sainju
Trade, Planning and MTEFMr. Sainju has substantial expertise in policy analysis, poverty alleviation initiatives, M & E and formulation of medium-term expenditure framework. Designed poverty programs, was appointed as Member Secretary of High-Level Public Expenditure Commission. As the Director of National Development Volunteer Services, he designed program for ultra-poor, contributed on preparation of national plan, MDGs progress and need assessment report, preparation of national SDGs, designed result-based planning, macroeconomic model for periodic plan and gender and macroeconomic policies.
Served as Joint Secretary in Ministry of Industry, Commerce and Supplies. Led Nepalese bilateral negotiation team on trade and transit with India, China, Bangladesh, Turkey and other neighboring countries. Also, contributed on trade negotiation with USA, UK, and UAE, operationalization of SEZs, formulation of laws, regulation and policies related to trade and industry. Successfully completed transit protocol negotiation with China and negotiation on Letter of Exchange to amend transit treaty with India. He had also served as Executive Director of Nepal Intermodal Development Board and National Project Director of Nepal-India Regional Trade and Transit Project and contributed on trade related infrastructure development in Nepal.
He has several publications and studies on his credit especially on economic impact of the conflict, public expenditures management, LDC graduation strategies, MDGs and SDGs, trade and transit issues. He has also participated and presented papers on contemporary issues in several international conferences/seminars and expert group meetings organized ECSAP, UNDP, ADB, World Bank and other international/regional organizations.
Mr. Nara Bahadur Thapa
Banking and Financial InstitutionsMr. Nara Bahadur Thapa holds an M-Phil in Monetary Economics from University of Glasgow, Scotland, UK. He has degrees in M.A. Economics and B.A. Economics from University of Bombay, Maharastra, India.
Mr. Thapa worked as a Senior Program Advisor at Economic Policy Incubator (EPI), Kathmandu. He worked in several positions of Nepal Rastra Bank (NRB) from 1989-2019. He also worked as an Advisor to Executive Director at the Office of Executive Director of Southeast Asia Office Voting Group (SEAVG), Washington D.C., USA. Besides, he also has teaching experience of Financial Economics at SoM, TU, Indian Macroeconomics for C.A. Foundation Course at Chartered Academics International, Kathmandu. Mr. Durga Nidhi Sharma
PFM and GovernanceMr Sharma has completed Bachelor Degree in Law and Master Degree in Commerce (with specialization in accounts) from the T U Nepal.
Mr. Sharma retired from the position of Secretary at Office of the Prime Minister and Council of Ministers (OPMCM) in August 2014. As the Secretary he also served at Ministry of General Administration and as a Regional Administrator at Ministry of Home Affairs (Far Western Development Region) during the period March 2012 to August 2014. Positioning as a Joint-Secretory, he served at Ministry of Peace and Reconstruction, Chief District Officer and Joint Regional Administrator at Ministry of Home Affairs (MOHA) during July 2003 to February 2012.
As an Under Secretary, he served at Ministry of Défense and Ministry of Finance during July 1996 to July 2003. Similarly, he served as a Deputy Financial Comptroller General, Financial Comptroller General’s Office (FCGO) and Chief Treasurer, District Treasury and Accounts Comptroller Office, MoF, during the period 1987 to January 1996. And, he served as Accounts Officer at Financial Comptroller
General’s Office and Trade Promotion Centre, Ministry of Commerce and Supplies, GoN, during 1982 to 1987.
Having more than three decades of administrative and financial experience and expertise in public financial management, peace, security and development, general administration and Maintenance of Law and order and regional administration, he has proven expertise in the areas of government accounting, treasury single account (TSA), public procurement management, revision and devising new forms of accounting, three years rolling plan (TYRP) and Prioritization of national development projects (including national pride projects), cross sectoral project management, cantonment funds management, capacity building strategy, implementation plan and execution through public sector training institutions such as local development training academy and Nepal Administrative Staff College (NASC).
Beyond the GoN services, he led a team of experts to suggest Revenue Improvement Action Plan (RIAP) for six municipalities of Sudur Paschim Province, to suggest Capacity Development(CD) Plan for Eight municipalities of Bagmati province, worked as lead consultant in USAID project for “suggesting Migration plan from Cash based accounting to Accrual based accounting system in Nepal.” Similarly, he worked with development partners like World Bank, DFID, Asian Development Bank, DANIDA, SDC, Finland, Norway, GIZ, and EU as project director/fund director/coordinator and financial management expert.
He has authored five books in change management, budget management, managing local peace committees, project management and biography.
Mr. Durga Prasad Khatiwada
Governance and Public Finance ManagementMr. Durga Prasad Khatiwada holds a Master’s degree in International Development Studies from Japan. He completed his Master of Arts in Population and Reproductive Health Research from Institute for Population and Social Research, Mahidol University, Bangkok. He has a Diploma in Population Studies degree from International Institute for Population Sciences (IIPS) Deemed University, India. Also, he holds a Bachelor’s of Arts degree in Economics from Tribhuvan University, Nepal.
Mr. Khatiwada is a dynamic and result oriented professional with passion to achieve transformative change with proven track record in development programme management field. He is an experienced Team Leader with a demonstrated history in Nepal Government offices, UN, NGO and International Development Consulting firm. He is a team player devoted to lead quality delivery. At present, he is working as a Team Leader for Climate Financial Management Assistance and Climate Finance Capacity Building of the Nepal Climate Change Support Programme II (NCCSP-II) at Chemonics International Inc., Kathmandu.

Dilli Rimal, PhD
Educational DevelopmentDr. Diliram Rimal has a PhD. Degree in Multilingual in Diverse Society Culture. He completed his M. Phil in Education from Kathmandu University, holds double Master’s degrees: Master in Education and Master in Humanities and Social Sciences in Nepali Literature and he also has Bachelor in Education degree from Tribhuvan University and a one-year B.Ed. degree from Purbanchal University. He travelled to various countries for study purposes, few of which are: study visit on Global School Partnerships in Scotland held at Scotland, United Kingdom from 5th-12th March 2011, study visit on Madersha Education System in Indonesia held at Indonesia from 28th September – 3rd October, 2010, study tour on Steel Structure for Multi-story School Building from 20th-28th November, 2007 at Malaysia. He attended training on Senior Executive Development Programme (933rd group) organized by Nepal Administrative Staff College; Advance International Training Programme in Education for Sustainable Development in formal Education organized by Swedish International Development Agency (SIDA), Center for Environment Education (CEE), RAMBOLL and Uppsala Universitet, Sweden among many other trainings.
Dr. Rimal has experience of working in both Government offices and Private Schools for several years. He started his career as a High School Teacher of both Private and Public Schools in Nepal from 1979-1996. He worked as a Lecturer of Education at Tribhuvan University, Faculty of Education, Nepal from 1990-1997. During his career in education, the major positions held by him were Senior Instructor, Deputy Controller, Deputy Director, District Education Officer and so on. Furthermore, he served for Ministry of Education, Government of Nepal as the Under Secretary from 1997-2010 and as the Joint Secretary from 22nd March, 2010 till 10th February, 2018. During his tenure in Ministry of Education, he worked as the Head of Planning Division, Head of Monitoring and Evaluation Division and so on.
Dr. Rimal has participated in various trainings and workshops as well as facilitated the trainings at national and international levels. He presented a dialogue session on “Use of Mother Tongue in Early Years: Importance, Challenges and Opportunities in Nepal” on June 15, 2018. He was present as the Head of the delegate, COBSE (Council of Boards of School Education in India) at the 46th Annual Conference Preparation meeting with General Secretary and Joint Secretary for COBSE from July 29- August 1, 2017 held at New Delhi, India. He participated as an expert in National Policy Dialogue on the Rights of Indigenous People held on 16th- 17th January, 2017. He participated at the 2018 Asia-Pacific Regional Early Childhood Development (ECD) Conference with the theme “Achieving the Sustainable Development Goals”: what is a successful multi-sectoral approach to ECD?” held from 5th-7th June, 2018 organized by ARNEC and Ministry of Education, Science and Technology. Mr. Bishnu Psd. Poudel
Health Sector Planning and DevelopmentMr. Bishnu Prasad Poudel has completed Master’s degree in Public Health from Central Campus, Maharajgunj, Institute of Medicine, Tribhuwan University.
He is competence in developing training package, especially on child health programs, recognized as resource person in developing/updating program guideline, training manual, monitoring and evaluation tools including communication materials, HRH management, knowledge and experiences on geography and socio-cultural patterns of most of the districts of Nepal.

Mr. Krishna Gibi Ghimire
Legal Advocacy and EmpowermentMr. Krishna Jeevi Ghimire has completed LL M (Commercial Law, major), Master degree (Major in Political Science, Administrative Studies, International Law) and Bachelor’s degree in Law from TU, Nepal along with a Postgraduate degree in Criminal Justice Process from University of Leeds, UK.
Mr. Ghimire has 29 years experiences of government services, mostly in Government Attorney. He started his service with the GoN as Assistant District Government Attorney/Section Officer from July 17, 1993. He served as a District Government Attorney (Under Secretary) from December 1999 to August 2009, Joint Government Attorney (Joint-Secretory) from August 2009 to February 2018. Similarly, he served as the Secretary (Secretary at the Commission of Investigation on Enforced Disappearance Persons, February 2018 to August 2021 and as the Deputy Attorney General from August 2021 to January 2023.
He has attained various trainings held nationally and internationally some of which are ‘Increasing Capacity in Legal Medical Documentation in Nepal by way of introducing the Istanbul Protocol’ organized by Advocacy Forum-Nepal, National Judicial Academy-Nepal and REDRESS, UK from January 7-9, 2011, Kathmandu, Nepal, ‘Human Rights and Social Justice in Nepal’ organized by University of Oslo and National Judicial Academy, Nepal, ‘Investigation and Trial of the Corruption Cases’ organized by CIAA in association with office of the Attorney General, ARD, Inc. Mr. Bikas Bista
Statistical AnalysisMr. Bikash Bista graduated with Post-Graduate Diploma in Development Planning Techniques with Computer Applications from Institute of Social Studies the Hauge, Netherlands in the year 1999. He also holds a Master’s degree in Economics from Tribhuvan University graduated in the year 1983.
Mr. Bista has a long-term experience working in Central Bureau of Statistics (CBS) of Nepal. He started his career as a Director at CBS in the year 2003 and was gradually promoted to Deputy DIrectir General in March of 2009. He retired as the Director General in December 2015 from CBS. He participated in Regional Training Workshop on the 2010 Round of Population and Housing Censuses and Evidence- Based Policy Making organized by the SIAP with collaboration with the Australian Bureau of Statistics, Government of Australia and the UNFPA, Asia and the Pacific Regional Office from 7th to 11th May 2012 in Chiba, Japan. He also took training course on Analysis of Poverty and inequality with ADePT Software organized by the World Bank 7th to 16th September 2011 at Washington DC, USA among other trainings.
Ms. Sabala Shrestha
Socio-EconomicsMs. Sabala Shrestha holds a Master’s Degree in Economics with specialization in Demography and Manpower from Tribhuvan University, Nepal.
Ms. Shrestha has over 25 years of work experience having expertise as Sr. Socio-economist, Socio-Environmentalist, Sociologist, QEMS Expert and so on. During her professional career, she was responsible to plan and implement organization’s internal and external system management audit, develop plan and proposals for CSR of Andhi Khola Hydropower, BPC, conducting Environmental Impact Assessment of Bhim Khola Hydropower Power Project, Social Impact Assessment (SIA) and Environmental Impact Assessment of Kabali and Manang Marsyangdi Hydropower. She has also worked as a Social Scientist and various sectors for 60MW Khimti I Hydropower Project. Along with these, she has worked as a Sociologist/Co-researcher for Second Impact Monitoring Study of a micro-hydro of Salleri Chialsa Electricity Company where she was responsible for conducting field visit, data collection and analysis as well as report writing of the socio-economic and gender-part. Coordinating and conducting training on environmental friendly and women related technologies such as Improved Cooking Stove, Solar Cooker for the rural communities and different organization’s staffs were also the major work responsibility during her career.
Ms. Shrestha has also attended various trainings which includes “Seminar workshop on reorientation of curriculum” organized by Central Department of Home Science and Women Development, TU dated 10-17 March, 1995, “Seminar workshop on women in Science and Technology” organized by SIAST-Canada and CTEVT/TITI Nepal dated March 20-21, 1996, “Asia Regional Workshop on Food Processing as a Small Business organized by IT Sri Lanka and Cathy Rich Memorial Food Processing Training Centre, Sri Lanka dated July 15-24,1997, Two day workshop on “Melamchi EIA Study” organized jointly by IUCN/Nepal and NORPLAN, Norway, one month training on “Environmental Impact Assessment (EIA)” organized jointly by Ministry of Population and Environment (MOPE) and School of Environment and Sustainable Development (SchEMS) dated December 1-25, 1999 and so on. She even assisted “A Asia Regional Workshop on Kitchen Management” organized jointly by Asia Regional Cook Stove Programme based in Indonesia and Center for Rural Technology (CRT) dated May 6-16.
Mr. Achyut Adhikari
Communication & Mass MediaMr. Achyut Adhikari completed the Bachelor degree in Economics and Master degree in Economics from Tribhuwan University, Nepal.
Mr. Adhikari has over 30 years of work experience in the field of communication and mass media. He started his career from Gorkhapatra Sansthan, Nepal’s oldest daily newspaper in 1991 and served in various positions and retired in 2021 as the Executive Editor. He has an experience of working as the Executive Producer of Antardristhti- a weekly programme on education broadcasted on Nepal Television (NTV)-2 Metro. From 1992-2005, he worked as the Senior Producer and Board of Director of a first electronic weekly programme in Nepal on Economics, Business and Development related issues broadcasted on NTV. He contributed as a Contributor Writer from 2003-2004 for the Economics and Business Column of Himal Khabar Patrika which is a bi-monthly News Magazine.
Besides, he has experience of handling assignments relating to documentary production and consulting assignments some of which are Documentary production on Teachers’ Role on Education for All sponsored by Action Aid Nepal, Documentary production on water conservation and climate change effects in Nepal’s hills- Part I and Part II which was sponsored by Asian Development Bank and ECARDS Nepal, Program Coordinator for Media Engagement to inform Citizens on Federalization Processes in association with International IDEA/LGCDP, MoFAGA, Training Coordinator for Election Education for Journalists funded by ESP/DID Nepal and so on.
