The Human Resource Information Management System is a software which ensures the automation of the human resource management of Karnali Province. The software provides a platform to plan, direct, and coordinate the administrative functions of different organizations of Karnali province. This also helps to transform the paper-based system to a scientific and systematic human resource management.
Human Resource Management Information System is a cloud-based web application which helps to manage all the HR related functions with ease. It helps to transform paper-based system to paperless system. It offers streamline stress-free solution which is fast, secure and accurate. It also complies with standards, statutory requirements, best HR practices and make strategic HR Management. The system will follow the structure of the province.

OBJECTIVES:
i. To develop a web-based comprehensive and fully integrated HR Management Information System
ii. To provide a digital solution that will help to automate HR functions
iii. To digitize the paperwork to the paperless system
iv. To provide a solution that helps to comply with standards, statutory requirements, best HR practices and make strategic HR Management.
FINDINGS:
The OCMCM requires a full package of software that supports for the integrated human resource management information system (HRMIS) including all the necessary applications and databases.
1. The HRMIS system should include the following modules:
a) Planning and Organizing Staffs
b) Performance Analytics / Management
c) Transfer and Deputation Management
d) Academic Qualification
e) Work Experience
f) Staff Recruitment
g) Training and Skill Development
h) Awards and Recognition
i) Disciplinary Action Module
j) Leave Management
k) Pre-entry Management
l) Post Service Management
m) HR Document Management
n) HR Projection / Forecasting and Trend Monitoring
o) Integrated Reporting
p) Sheet-Roll Management
2. The HRMIS should be fully web-based and can be deployed in any cloud platform with the necessary database management system.
3. The system developed shall be operable in multiple ministries, directorates, divisions, departments, and other province offices.
4. The system shall be designed so that it can be operable at local level in future.
5. The system shall have all the essential fields from the PIS sheet roll.
6. The system shall have the provision for additional group so that the personnel to be posted in near future can be allocated using the system.
7. The software system should accommodate various levels of users with various roles and permission such as: to view, update or edit or approve etc.
8. The system should contain a concise digital user manual so that the user can follow the system according to their roles and responsibilities.
9. The system shall be accessible from all the major web browsers and mobile devices.
10. The system shall implement the latest technology with robust security for the data protection.
CONCLUSION AND RECOMMENDATION
The consultant sketched out the essential modules covering the objectives and carried out an end users’ requirement survey to strengthen it. It developed a HRMIS software including all information that GON captures from its employees. After testing the alpha version, a number of modification and improvement introduced and incorporated in the beta version. The beta version tested successfully and a couple of orientation programs were organized virtually and physically in OCMCM and PLGSP of Karnali Province.
The consultants recommended for the four levels of user management with respective Login ID and Passwords. It offered one years’ operation support and recommended for Annual Maintenance Contract for the further updates and operational supports.
